When will construction commence?

MTO has encountered delays with the completion of the detail design and environmental assessment for the Highway 148 project.

Ministry staff continue to work to finalize the design and environmental assessment, complete the property acquisitions and relocation of utilities. It is expected that utility relocations should be complete by the end of 2024.

Once the highway design is complete, the necessary property is acquired, and the utilities relocated, the Ministry will tender the project. The project is expected to take approximately 2 and a half years to complete. We will continue to keep residents and businesses informed of the project progress.

Will there be any impacts to my property?

Impacted property owners have been notified and consultation continues for the limited segments of property acquisitions required for this project

What will be the construction impacts resulting from the project?

In general, two lanes of traffic are to remain open along Highway 148 during construction activity. However, short-term lane closures will be required to facilitate the proposed repaving, sewer/utility work and the full depth reconstruction of some sections of the highway. Time and length restrictions for these lane closures and other expected construction impacts are being reviewed as part of the current design phase and the results will be presented in the Design and Construction Report (DCR) for this project.

What is a Design and Construction Report (DCR)?

A Design and Construction Report (DCR) is the Environmental Assessment (EA) document prepared for a Group ‘B’ project under the MTO Class EA for Provincial Transportation Facilities (2000). DCRs document the EA process, design/implementation details, environmental impacts and mitigation measures, and a summary of consultation undertaken. The DCR is a public document that will be made available for public review for 30-days so that stakeholders can review the proposed works and provide comments for consideration. Following the DCR review period, and subject to obtaining required permits, approvals, and authorizations, Environmental Clearance will be issued to allow for construction of the works covered in the DCR.
