Project Overview

Highway 148 is a two-lane provincial highway that connects the City of Pembroke with the Ontario-Quebec provincial border. A Detailed Design and Class Environmental Assessment (EA) Study is being conducted for the segment of Highway 148 from approximately 200m west of Angus Campbell Drive in the City of Pembroke to approximately 300m east of the Greenwood Road Intersection to address poor pavement performance as well as intersection and operational improvements, pedestrian and cycling safety improvements, highway drainage improvements and modifications to existing access points.

Limited segments of property acquisition and driveway closures will be required as part of improvements to Highway 148. Impacted property owners have been consulted during the Preliminary Design phase and consultation will continue in the Detailed Design phase. If new property impacts are identified, the property owner will be contacted directly.

The proposed improvements to Highway 148 identified in the Recommended Plan developed during the previous Preliminary Design Stage are summarized below and will be refined during the current stage of design.

The project will include the development of construction staging plans, temporary traffic management during construction, signage, identification of anticipated impacts to properties and environmental mitigation measures which will be discussed at the Public Information Centre and documented in one or more Design and Construction Reports (DCRs).
